Yes great news 
The farmer could always have the government department that caused this investigate itself and then fine the people who fund it (us tax payers). They could of course bring in an evironment agency system, as in the rest of the UK, but Mrs Foster thinks that our local assembly members are so much better qualified to deal with this sort of thing. We shall see.
