What about choosing a particular fly each week
We bring our own vice, tools and basics( i.e thread, wax, varnish)
And we buy a "Material pack" from the venue.
that along with a club fee will, ( I think) go some way to compensate the host!

Never having been involved in anything like this before, that sounds like a very good format.
